Character balance adjustments for Scalpel

Scalpel is by far the weakest character. She either needs a reward for getting in close like a HP leech to recoup the damage from getting close OR make her ability ranged and on a shorter C/D.

ODS Kangaroo AdminWe have improved Scalpel's special ability by making the targeting easier and more accurate for CB3. Even with this change, we feel that there could be more improvements made. While we will continue to make adjustments to balance in forms of stat/multiplier adjustments, we believe a more significant impact would be made when we introduce character passives, after Early Access.

I dont really remember if Scalpel skill was changed but the problem is that the animation is just way too long you'll get mauled in the recovery animation unless you use when there is only one target remaining in the room. -

Scalpel's ability feels really underwhelming in general, it was pretty much impossible to use in an actual game, especially considering how little an effect that a small heal will have when you die so fast. -

Scalpel's skill has a very long post-delay.
I think this skill design is high risk, high return value concept.
but it's waaay too long and it loses game tempo
